President Rodrigo Duterte on Thursday, May 23, slammed Senator Antonio Trillanes IV after he was tagged behind the “Ang Totoong Narco-list” videos that alleged Duterte, his family and some allies were engaged in the illegal drug trade.

Duterte also accused Trillanes of using “dummies” to hide his so-called wealth.

“Hindi alam ng mga sundalo na marami kang kotse at properties na nakalista sa ibang tao. Ikaw ‘yung number one na gumamit ng DAP,” Duterte said, referring to the Disbursement Acceleration Program.

In 2014, the Supreme Court declared as unconstitutional the following schemes under DAP which was  backed by the administration of then-President Benigno Aquino III:

-The withdrawal of unobligated allotments from the implementing agencies and the declaration of the withdrawn unobligated allotments and unreleased appropriations as savings prior to the end of the fiscal year and without complying with the  definition of savings in the General Appropriations Act.

-Cross-border transfers of savings of the executive department to offices outside that department

-Funding of projects, activities, programs not covered by the GAA

“Lalabas din yan. Pero sabi ko walang hiya ka. Hindi ka lalaki,” Duterte said.

Duterte made the remark after Peter Joemel Advincula accused Trillanes, other opposition figures and the Liberal Party of being behind the videos.

Advincula said the videos, which he said featured him as “Bikoy,” were aimed at ousting President Duterte and at discrediting Bong Go, Duterte’s former aide, who was at that time running for a seat in the Senate.

Under Project Sodoma, Advincula said Duterte would be replaced by Vice President Leni Robredo, based on the Constitution, while Trillanes, whose term as senator expires in June, would be installed as vice president.

Robredo, the LP and Trillanes have all denied the allegations.
