What are some of the economic safety net programs in place? Which program has the highest number of recipients?

Life is usually full of ups and downs, but sometimes you may encounter a string of unfortunate events or lose your means of safeguarding your income. In such cases, you might become eligible to enjoy the benefits of safety net programs and pull yourself out of the rut. Safety net programs are government programs meant to assist citizens bearing the brunt of crippling poverty. This government assistance is given in different forms, and you may be eligible for one program or a combination of several.

Examples of safety net programs

The earliest safety-net programs were instituted during President Franklin Roosevelt's tenure in 1935. They were meant to assist vulnerable citizens to live a dignified life and stave off the ravages of The Great Depression. The Great Depression, marked by economic upheaval, started in 1929 and persisted for most of the 1930s. Some of these early programs include

The Social Security Act

It assisted people with limited income, the disabled and blind, and the elder (above 62) members of society. The original deal of 1935 included grants to states for unemployment compensation, aid to eligible children, and public health. The government later revised this program to integrate work credits. You need to have earned work credits before you become eligible.

Unemployment Insurance

This safety net, which came into law in 1935, provides benefits to eligible workers who become unemployed but blameless and meet certain requirements. It is run by the Federal government through the US Department of Labor but implemented by individual states.

Supplemental Nutritional Assistance Program (SNAP)

More commonly referred to as "food stamp," this program was started in 1964. However, another food stamp program ran from 1939 to 1943, but the model we use today began in 1964. It targeted low-income families, particularly those with children, the disabled, or older adults. In economic safety net examples,   you get a pre-loaded card that you can only use on food items from authorized outlets.

Medicaid/Medicare

This program was established in 1965 after amendments to The Social Security Act. It is a federal program with state partnership that provides health care to low-income families. It also targets children, pregnant mothers, disabled and people older than 65 years.

TANF (Temporary Assistance for Needy Families)

The TANF program in practice today was signed in 1996, during the Clinton administration, to replace AFDC. AFDC (Assistance to Families with Dependent Children) was part of the safety nets started in 1935 to help underprivileged families with children. TANF assists eligible families with children 18 or below, expectant mothers, and household heads 18 years or below.

Which Economic safety net program has the most recipients?

Recipients on these programs fluctuate depending on the budget available and prevailing government policies. However, the latest statistics indicate that more than 50 million people receive government aid or welfare monthly. Of these 50 million, children make the biggest chunk with 24 million. But, the welfare program with the most recipients is SNAP (Supplemental Nutritional Assistance Program), with 40 million recipients monthly.
