Victor expressed the desire to be more than just an Outer member, but Deepa ridiculed him. He also made it clear that they were pawns, who were nothing more than outsiders, so Victor’s wish to become an Inner member was delusional.  

Victor had always been faithful to the higher-ups, and he expected that someday he would make it to the council. However, all his plans and wishes went out of the window; when it appeared, he was killed by the God Tree clone. Yet, in the latest episode, it is revealed that he is alive and not just that he has decided to betray Jigen, which might have far-reaching consequences. 

Although the anime has not shed light on how Victor survived the God Tree, he was shown to be in a secret facility hooked up to an I.V. He was missing limbs and in a terrible state as he spoke to Jigen. Victor found out that Jigen was unhappy that they had created a God tree clone without his permission, so he lied to him that it was Deepa’s plan. Since he had collected Deepa’s remains, he is aware that he won’t be caught lying if he blames him. However, for some reason, Jigen feels that Victor was the mastermind, not Deepa. 

Jigen does not say much because he focuses on the bigger plan that his team is working on. He mentions that he wants to use the body, i.e., the vessel, to be reborn to harness his full potential. Victor informs Jigen that he is well aware of it and the vessel is intact. Jigen warns Victor that he won’t tolerate his antics anymore, but as soon as the communication link is cut-off, he makes a snide remark.

He is enraged by the fact that his leader does not trust and even though he has made many sacrifices, his organization hardly cares for him. So, Victor decides that he will keep the vessel for himself. His anger is understandable, and it’s evident that he has played a big part in making Kawaki the ideal soldier for Jigen. But now that he knows he is hardly respected, Victor wants to use the vessel for himself. However, it is unclear how he will do that because he will need to transplant his consciousness in Kawaki’s body. That would either require a forbidden ninja technique or a new scientific discovery.

Since Victor’s body is deteriorating, the time is ideal for him to get Kawaki’s body, and it seems that he is not afraid of double-crossing Jigen. However, Jigen would not be happy if he finds out what Victor is planning to do. He wants to rule the world, and for that, Kawaki is a crucial part of his masterplan. If Victor interferes in any way, Jigen will ensure that he takes care of him.
